This is the Plugin called 'AdminTools'.
It can do many things for you!

It can also be used by non-ops.
The plugin has a config that looks like:
You can configure everything there. You can even set a welcome Message that will be displayed to a user that joins. Or you can set a deathMessage that will be broadcasted to all players when a player dies.
You can even configure a message that will be shown server-wide when a player lefts the server.
Set 'owner' to your ingame name!
