NC 1.1.0 PHP 8 KillBearBoys 3.0

The KBB3.0b9 was pretty stable, so i decided to make some small changes and release it.

Changes:

• Command rb has better error message if it is used incorrectly.
• Removed unused methods and variables.
• Completely removed PHP5 compability.
• Stopped invoking gc_collect_cycles every 20 actions.

Changes:

• Database format is changed. If the old database will be found, all the entries will be added into the current database. The old database will be renamed to DateBase.dbold after it was converted.
• Indexing big databases is way faster now.
• /rb will lowercase nickname.
